APPLICANT REQUESTS THAT:
His DD Form 214, Certificate of Release or Discharge from Active
Duty be corrected to reflect the following medals:
1. Global War on Terrorism Service (GWOT-S) Medal (Will be
administratively corrected).
2. Global War on Terrorism Expeditionary (GWOT-E) Medal.
3. The Air Force Achievement Medal, with one Oak Leaf Cluster
(AFAM, w/1OLC).

APPLICANT CONTENDS THAT:
Due to an administrative error the GWOT-S, GWOT-E and the AFAM
were omitted from his DD Form 214.
In support of his request, the applicant provides copies of his
award citations.

STATEMENT OF FACTS:
On 21 Jan 98, the applicant enlisted in the Regular Air Force.
He served seven years of total active duty service. He is
credited with three months and four days of Foreign Service.
According to AFPC/DPSID, the GWOT-S Medal should have been
awarded to the applicant for his service during the period
21 Jan 98 to 20 Jan 05. His records will be administratively
corrected to reflect this medal.

the Air Force which is at Exhibit C.

AIR FORCE EVALUATION:
AFPC/DPSID recommends approval of the applicants request for
award of the AFAM w/1OLC and denial of his request for award of
the GWOT-E Medal.
DPSID states that the applicant provided a copy of a signed AFAM
w/1OLC certificate for meritorious service from 9 Dec 02 to
20 Jan 05, that appears to be authentic.
DPSID states that a review of the applicants military personnel
records failed to provide sufficient evidence to support he met
the requirements for award of the GWOT-E Medal.
DPSID states that they were able to verify the applicant
deployed to Kuwait in support of Operation SOUTHERN WATCH from
Dec 01 to Mar 02 and was awarded the Armed Forces Expeditionary
Medal (AFEM); however, they were unable to verify any additional
deployments to the area of eligibility in direct support of the
GWOT operations.

APPLICANTS REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 17 Feb 13, for review and comment within 30 days
(Exhibit D). As of this date, this office has not received a
response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice regarding the
applicants request for the GWOT-E medal. Therefore, we agree
with the opinion and recommendation of the Air Force office of
primary responsibility (OPR) and adopt its rationale as the
basis for our conclusion that the applicant has not been the
victim of an error or injustice. In view of the above and in
the absence of evidence to the contrary, we find no basis to
recommend granting the relief sought in this application.
4. Notwithstanding the above, sufficient relevant evidence has
been presented to demonstrate the existence of an error or
injustice to warrant amending the applicant DD Form 214 to
include an additional AFAM. In this respect, we note that
although the applicant did not provide a copy of the special
order, as pointed-out by the OPR he did provide a signed AFAM
w/1OLC certificate, which appears to be authentic. As such, we
agree with their opinion and recommendation and adopt the
rationale expressed as the basis for our conclusion the
applicant has been the victim of an error or injustice. Aside
from the administrative correction and the AFAM w/1OLC, we find
no basis to recommend further relief in this case, as the
applicant has provided insufficient evidence that meets the
criteria for the GWOT-E. Accordingly, we recommend the
applicants records be corrected as set forth below.

THE BOARD RECOMENDS THAT:
The pertinent military records of the Department of the Air
Force relating to APPLICANT, be corrected to show that his DD
Form 214, Certificate of Release or Discharge from Active Duty,
issued in conjunction with his 20 January 2005, release from
active duty, be amended to include the Air Force Achievement
Medal, First Oak Leaf Cluster.
